Sure Capitol Hill can be a nightmare of $1 Bud Light happy hours and wood-paneled steakhouses, but those in the know ditch the interns and old boy’s clubs in favor of the airy dining room at the Euro-fusion Belga Cafe. At night, journalists and European expats wash down mussels and twice-cooked fries with cold Hefeweizens. But the real indulgence is brunch, when hung-over Hill staffers spill onto the sidewalks for Belgian waffles drizzled in Nutella or stuffed with goat cheese and roasted tomatoes. Unfortunately the hot waiters are not a menu option.
