The reincarnation of Chelsea's historic World's End Distillery is a multi-leveled three-parter. Part one is a spacious lounge, where receptionists do the greeting, chandeliers do the hanging and DJs do the spinning. Everything in its right place. Part two is a 54-seat ground floor French bistro, a venetian blinds, table-clothed affair. With confit of duck, braised ox cheek, and grilled dry aged rump steak, the genre is meat. Part three is for the private. Three rooms--the Belvedere, Belle Epoque, and Room with No Name--offer clandestine karaoke and food platters representing international cuisine. This one has a happy ending.
