Chef David Bull's intimate new resto, complete with lofty chandeliers, is a praiseworthy display of modern elegance, set adjacent to the laid back Second Bar + Kitchen. Expertly crafted menu includes 3 courses, desserts, and small plate offerings, dubbed "enhancements." Can't figure out how to pair your bone marrow brulee, braised oxtail, and Thumbelina carrot ravioli? Try the 3 or 6-course tasting menu with optional wine pairing. Cocktails at Bar Congress deserve a rave review of their own.
