When you come to Baltimore stay at the Waterfront, period end of discussion. It's not cheap, and you may want to take a water taxi to get to the rest of the Harbor's mainstays (you really don't have to), but there really is nothing you will want for when staying at the Waterfront, unless you have vertigo then you may want to request a room not on the 31st floor.
