The concentration of bars in Adams Morgan should ensure a great night out, but sometimes it feels like a question of quantity over quality. Enter Napoleon, a European boite that has been giving the neighborhood a complex with its tufted leather banquettes, pressed tin ceilings and prime patio seating. It’s busy from brunch to last call, but the best time to hit the scene is after 11pm on the weekends, when the subterranean Metropolitan Champagne Bar fills with tall, dark and accented Euro types.
