There's no question that Stephen Starr's restaurant and nightlife imprint on Philadelphia has been significant. Over the last 20 years the entrepreneur has had his hand in many of the most memorable eateries and concert venues in town, and has recently opened acclaimed spots in NYC and AC. Parc is less ostentations than some of Starr's creations, and that's a good thing. A classic bistro where you'll never go wrong with the steak frites or cotes du Rhone.
