Boats bobbing, buoys dinging, and, yes, the bartender’s barking all roll into one idyllic din and set the stage for some excellent French-inflected fare, such as halibut baked in parchment. The scene, against the bay, is picture-book perfect and one of the best places to toast the sunset, but don’t order five mojitos during a rush—the notoriously grumpy bartender won’t make them soon.
